I enclose a copy of a Royal Proclamation and a Form of Prayer (which I shall be glad to receive back) sanctioned by authority, and used in the churches in England on the occasion.

I have to request that Your Excellency will be pleased to give the subject your serious consideration; and (if it shall so approve itself to your judgment) to place this proposal before your Executive Council for their opinion and advice.

I beg leave to suggest that some early day - possibly Wednesday the 6th, Thursday the 7th or Friday the 8th of June, or some later day, be named by Your Excellency for that purpose; and on receiving the intimation of your wishes, I shall be happy to give effect to arrangements for a public service in St. John's Cathedral, to which the congregation usually worshipping within its walls might be invited by timely notice to attend.
